Rain experiment 1

Initially i was teaching myself how to set up a class and during my experimentation i decided to dress up the code to have the same mannerisms of rain. This has encouraged me to experiment more with animating weather, maybe try to slow down the rain, ad a sway and turn it into snow. What can i then apply this code to? if i were to underlay an image could i make it convincingly seem as if its raining.
